A. It shall be unlawful to burn any scrap, clothing, trash, refuse, garbage or other organic refuse or waste material outside of any building or dwelling at any time in the Village.
B. Should any person desire to start or cause a fire for the purpose of burning leaves, grass, weeds or other combustible material outside of any building or dwelling, such person desiring to set such fire shall make written application for a permit addressed to the Village President and Board of Trustees which application for permit shall state the location where such fire is to be set, a description of the combustible matter to be burned, and the identity and number of persons who will be in charge of said proposed fire to guard against its getting out of control. Such person will be responsible for and assume all costs and damages that may result from the setting of such fire.
Upon the filing with the Village President and Board of Trustees of such application, complying with the requirements hereinbefore described and its approval by the Village President or Board of Trustees, the Village Clerk shall, without cost to the applicant, issue a permit pursuant to such application which permit, however, shall be good only for the date or period on or for which it is issued.
C. Notwithstanding anything to the contrary, all previously issued permits shall be suspended on any day when the wind velocity exceeds five (5) miles per hour or when the ESSA Weather Bureau issues high air pollution potential advisories.
D. Notwithstanding anything set forth in this Section, the officers, employees, agents and servants of any duly constituted fire protection district, while at the performance of their official duties, shall be exempt from the permit requirements, rules and regulations herein set forth.
