The provisions of this part shall not apply if at the time of the offense the vehicle was stolen and the theft was reported to the appropriate police authority within twenty four (24) hours after the theft was discovered, or the vehicle was otherwise operated without the knowledge and express or implied consent of the registered owner, or as otherwise provided by law.
