Any motor vehicle operated, used, or in the physical control of any person, with the express or implied permission of the owner of record (as registered with the secretary of state, state of Illinois), on any public highway within the village of Bartlett during the commission of or in furtherance of any offense or violation set forth in section 6-19-102 of this part shall be subject to seizure and impoundment by the village of Bartlett and the owner of record of said vehicle shall be liable to the village for a civil penalty in an amount not to exceed five hundred dollars ($500.00), in addition to any towing and storage fees as hereinafter provided.
