Such license fees shall be due and payable annually in advance of July 1 of each year and the license shall be for one year; provided, that if purchase of a vehicle is made six (6) months after the start of the license year, then upon application being made to the village clerk, a license shall be issued for the remainder of the year upon payment of one-half (1/2) of the fee herein required.
