Every owner or operator of a motor vehicle or motor bicycle which is garaged or otherwise kept in the Village shall file an application with the Village Clerk setting forth the name and address of the applicant and a description of the vehicle for which the license is required. Upon payment of the fee herein provided, the Clerk shall issue or cause to be issued a license which shall be attested by him authorizing the use of such vehicle within the Village until the expiration of the license.
