Any citizen of the Village who observes a violation of this chapter may sign a complaint, under oath, setting forth in detail the violation, its location and the name of the owner and occupant of the property on which such nuisance is alleged and may file said complaint with the Police Department of the Village, which shall assign to a police officer the duty to investigate such alleged violation, and, in the event that such police officer finds that the facts alleged in such complaint are true, he shall proceed to issue a notice of violation pursuant to the preceding section.
