Failure to submit a vacant building plan of action and have an approved vacant building plan of action within forty-five (45) days of filing the registration form or failure to comply with the approved plan shall constitute a violation of this chapter and subjecting the owner of the building to penalties as provided in this chapter and to any remedies the village may avail itself of as provided for herein and elsewhere in this code, as amended. The interior inspection must be completed prior to the approval of a vacant building plan of action unless the interior inspection requirement is waived in writing by the director.
