Prior to the excavation in or filling of any special flood hazard area ("SFHA") or wetland area located within the corporate limits of the village, or within the extraterritorial jurisdiction of the village and/or on property being annexed to the village, the owner thereof or any person having an interest in such property which is affected by the provisions of this chapter shall file an application for a special use permit to use such land for one or more of the special uses provided for in this code pursuant to the requirements established in this chapter.
