The liquor license of any licensee who has ceased to do business or closes his, her or its place of business for a period of more than thirty (30) successive days without the prior written permission from the local liquor commissioner, shall lapse and be automatically forfeited, and the licensee shall thereupon surrender his, her or its liquor license immediately.
