Each liquor license, except a class D license, shall commence on May 1 in the year in which it is issued, and shall terminate on April 30 of the following year, unless otherwise so determined by the local liquor control commissioner. The license fee to be paid shall be reduced in proportion to the number of full calendar months which have expired during the year in which the aforesaid license was issued. A nonbeverage user license shall expire when the quantity of alcoholic liquor which may be purchased, as hereinafter provided, has been exhausted. (1984 Code)
Any licensee may renew its license at the expiration thereof, provided that such licensee is then qualified to receive a license, and that the premises for which such renewal license is sought are suitable for such purpose. Application for renewal shall be made on forms as prescribed in section 3-3-4 of this chapter. Any license issued pursuant to this chapter shall terminate by operation of law if not renewed within ten (10) days after the date of its expiration. Thereafter, the licensee may apply for reissuance, consideration of which application shall be made pursuant to the procedures established by section 3-3-4-1 of this chapter. In order to assure eligibility to renew the license, the licensee shall certify to the continued compliance of the premises with the conditions pursuant to which the license was initially granted, including the floor plan, if any, which was approved as part of the initial licensing. The privilege of renewal shall not be construed as a vested right or property right, and nothing herein shall prevent the local liquor commissioner or village board from reducing the available licenses in any license classification, or reducing the hours of operation of such license or otherwise amending its ordinances, rules and regulations. All information and material required for license renewal shall be submitted to the village clerk not less than fifteen (15) business days prior to the date of expiration of the current license (the due date). Failure to timely submit all required information and material shall result in a twenty five percent (25%) increase of the applicable license fee as set forth in section 3-1-1 of this title.
