Class G licenses which allow the holder of a valid Class A, A extended, B, and/or F liquor license that has been issued by the Village of Bartlett Local Liquor Control Commission (the "Local Liquor Control Commissioner") which is in good standing, to sell and offer for sale at retail, alcoholic liquor limited to wine in its original sealed package or container for consumption off the premises, and for wine tastings and consumption on the premises in the designated wine bar area, or if purchased from a point of sale in the wine bar area, may be delivered, served and consumed at tables or booths in the dining room or designated areas of a restaurant when the food service component of the business is operational, and otherwise limited by the hours of operation set forth in subsection A of this section.
For purposes of this section, "wine" shall mean any alcoholic beverage obtained by the fermentation of the natural contents of fruits and vegetables, excluding grains, containing sugar, and including such beverages when fortified by the addition of alcohol or spirits.
For purposes of this section, "restaurant" or "food service establishment" shall mean any public place kept, used, maintained, advertised and held out to the public as a place where meals are prepared and served, without sleeping accommodations, such space being provided with an adequate and sanitary commercial kitchen and separate dining room with dining room equipment and capacity, and having employed therein a sufficient number and kind of employees to prepare, cook and serve suitable food for its guests.
For purposes of this section, "wine bar area" shall mean a room or area adjacent to or otherwise separated by full or partial walls or display shelving from the restaurant dining room, which room or area shall not exceed ten percent (10%) of the total floor area of the principal structure in which the restaurant facilities are located. Said wine bar area shall be devoted to the display and sale of wine and wine products in its original package, or in gift boxes or gift baskets, and for the consumption of wine for tasting and sampling.
The application for a Class G license shall include an accurate floor plan for the existing premises depicting the wine bar area to scale, and building plans for any improvements or alterations to the premises for which a building permit is required under the Building Code, or other methods proposed to separate or segregate the wine bar area from the restaurant dining room, other bar(s) and bar areas, the kitchen, video gaming, and waiting areas. All floor plans, and building plans if applicable, shall be drawn to scale with dimensions of all such rooms and areas with the wine bar, point of sale, fixed shelving, wall and entrance and exit for the wine bar area depicted thereon.

C. Number Issued: The number of Class G liquor licenses shall be limited to 1.
D. Change In Floor Plan:
1. During the term of any Class G license issued for the sale of wine in a wine bar area or restaurant for consumption on the premises, or sale of wine in the original package for consumption not on the premises, if a licensee proposes to make any of the changes hereinafter enumerated, which would alter its operation from the conditions pursuant to which the license was initially granted, the licensee shall apply in writing to the Local Liquor Control Commissioner for approval of such changes, and provide information concerning the specific changes proposed, including a revised floor plan, if any. The following shall be considered a change in the operation for purposes of this section:
A change in the floor plan in any manner which would expand the wine bar area by more than twenty percent (20%).
2. Upon receipt of a request for approval of any of the changes as provided in subsection D1 of this section, the Local Liquor Control Commissioner shall review the licensee's proposed changes to determine the nature and significance of the changes in the consideration of the classification of license held and the requirements established for such classification. The Local Liquor Control Commissioner may approve the proposed changes if it is determined that the proposed changes in the floor plan for the wine bar area or operation of the wine bar are not so substantial as to make questionable the continued conformance of the licensed premises with the requirements of this chapter for the applicable license classification. The Local Liquor Control Commissioner shall notify the licensee in writing as to whether approval of proposed changes is granted or denied.
3. So long as an application for approval of any of the changes described in subsection D1 of this section is pending, and not yet acted on by the Local Liquor Control Commissioner, the applicant may continue to conduct its business and operations in the manner approved at the time the license was initially granted. If approval of the proposed change is granted, the licensee may proceed to implement such changes in accordance with the approval granted, and subject to any conditions which may be established as part of such approval. If approval is denied, licensee shall continue to operate its business in the manner approved at the time the license was initially granted or shall cease operation of the wine bar area and shall cease the sale of wine in its original package for consumption off premises.
4. Any licensed business which implements any of the changes on licensed premises described in subsection D1 of this section, without requesting and receiving approval of the Local Liquor Control Commissioner as provided herein, shall be subject to penalties for violation of this chapter, as established by section 3-3-7 of this chapter, up to and including revocation of the Class G license and the suspension of any other liquor license held by the licensee.
