2-4-3: POWERS AND DUTIES:
   A.   General Powers And Duties: The Board of Police and Fire Commissioners shall have such powers and duties as are now, or as may hereafter, be given to it by law; provided, however, that the power to appoint the Chiefs of the Police and Fire Departments is expressly reserved to, and such Chiefs shall be appointed by, the President with the advice and consent of the Board of Trustees.    B.   Rules: The Board of Police and Fire Commissioners is hereby authorized to make rules to: 1) carry out the purpose of chapter 65, article 10, division 2.1, of the Illinois Municipal Code 1 , as hereinafter modified, and 2) for appointments, promotions, suspensions and removals in accordance with the provisions of said division 2.1 as hereinafter modified:
      1.   The preference points for appointments given under 65 Illinois Compiled Statutes 5/10-2.1-8 to persons who have successfully completed two (2) years of police cadet training within the cadet program established under the rules of the police and fire commission are hereby eliminated.       2.   Candidates for promotion, upon timely application, shall be awarded preference points for further education as follows:
Every member of the classified service of the police department who has attained an associate's, bachelor's and/or master's degree from an accredited junior college, community college, college or university shall be given the following preference points:
 
Associate's degree

Bachelor's degree
2.5
Master's degree
3.5
 
The educational preference points shall be added to the final grade average he or she receives or will receive as a result of any promotional examination. (Ord. 2007-39, 4-3-2007)
      3.   In case an officer or member is found guilty by the board of police and fire commissioners of the written charges against him or her after an opportunity to be heard in his or her own defense at a fair and impartial hearing of the charges, or upon a plea of guilty to the said charges, the board of police and fire commissioners may discharge him or her, or may suspend him or her not exceeding sixty (60) days without pay, and/or in the case of ranking officers, may demote him or her by one grade. Nothing in this section shall be construed to prevent the chief of police from suspending without pay a member of the police department for a period of not more than ten (10) calendar days. Any police officer so suspended by the chief of police may appeal to the board of police and fire commissioners for a review of the suspension within ten (10) calendar days after such suspension, and upon such appeal the said police board may sustain the action of the chief of police, may reverse it with instructions that the officer receive his or her pay for the period involved, or may suspend the officer for an additional period not more than sixty (60) days without pay, or discharge him or her depending on the facts presented. The provisions of 65 Illinois Compiled Statutes 5/10-2.1-7 not expressly modified hereby shall remain applicable and shall govern all disciplinary matters.
      4.   The board of police and fire commissioners is hereby authorized, but shall not be required, to use the municipal fire and police registry to perform the initial phase of testing of candidates, including agility tests, written test(s), polygraph and psychological tests as an alternative to having the board of police and fire commissioners administer said tests.
