The president and board of trustees may make an appropriation for BEMA purposes in the manner provided by law, and may levy, in addition for BEMA purposes only, a tax not to exceed five cents ($0.05) per one hundred dollars ($100.00) of assessed value of all taxable property in addition to all other taxes as provided by the Illinois emergency management act of 1992; however, that amount collectable under such levy shall in no event exceed twenty five cents ($0.25) per capita.
