2-2-4: APPOINTMENTS AND ORGANIZATION:
   A.   The village president is hereby authorized and directed to create a Bartlett emergency management agency, utilizing to the fullest extent the existing agencies within the village. The BEMA shall consist of the coordinator and such additional members as may be selected by the coordinator.
   B.   The coordinator of the BEMA shall be appointed by the village president and shall serve until removed by same. He/she shall have direct responsibility for the organization, training, administration and operation of the BEMA subject to the direction and control of the village president, as provided by statute. In the event of the absence, resignation or death or inability to serve as the coordinator, the president, or any person designated by him/her shall be and act as coordinator until a new appointment is made.
   C.   The organization shall further consist of the following:
      1.   Employees that are deemed necessary for the proper function of the BEMA shall be considered as part of the emergency management staff during the time they are so designated by the coordinator.
      2.   The employees and facilities of all village departments shall participate in the emergency services activity. Duties assigned to a village department shall be the same or similar to the normal duties of the department.
      3.   Sworn volunteers or volunteers of other designated agencies whose service has been accepted by the village may perform functions which include, but are not limited to, clerical assistance, temporary shelter operations, transportation, participation in traffic and crowd control, communications, first aid, severe weather tracking and spotting, search parties, and public relations/education activities.
      4.   All or any members of the BEMA organization may be designated as members of a mobile support team created by the director of the state emergency management agency as provided by law. The leader of such mobile support team shall be designated by the coordinator of the BEMA.
Any member of a mobile support team who is a village employee or officer while serving on call to duty by the governor, or the state director, shall receive the compensation and have the powers, duties, rights and immunities incident to such employment or office. Any such member who is not a paid officer or employee of the village while so serving, shall receive from the state reasonable compensation as provided by law. (Ord. 99-97, 9-7-1999)
