2-2-3: DEFINITIONS:
As used in this chapter, unless the context clearly indicates otherwise, the following words and terms shall have the meanings ascribed:
BARTLETT EMERGENCY MANAGEMENT AGENCY: The agency established by this act within the village municipal government responsible for implementation of the overall emergency management program of the village and with private organizations, other local political subdivisions, the state and federal governments under the direction and control of the village president, administration and operation of the emergency management coordinator as appointed.
COORDINATOR: The coordinator of the BEMA shall be appointed by the president and shall serve until removed by same. He shall have direct responsibility for the organization, administration, training and operation of the BEMA subject to the direction and control of the president, as provided by statute. In the event of the absence, resignation, death or inability to serve as the coordinator, the president or any person designated by the president, shall be and act as coordinator until a new appointment is made as provided in this chapter.
DISASTER: An occurrence or threat of widespread or severe damage, injury or loss of life or property from any natural or technological cause, including, but not limited to, fire, flood, earthquake, tornado, wind, storm, hazardous material spill or other water contamination requiring emergency action to avert danger or damage, epidemic, blight, air contamination, extended periods of severe and inclement weather, drought, infestation, critical shortages of essential fuels and energy, riot, explosion, or hostile military or paramilitary action.
EMERGENCY INTERIM SUCCESSOR: A person designated pursuant to this chapter for possible temporary succession to the powers and duties, but not the office, of a village officer in the event that such officer or any duly authorized person is unavailable to exercise the powers and discharge the duties of the office.
EMERGENCY MANAGEMENT: The efforts of the village of Bartlett to develop, plan, analyze, conduct, provide and maintain programs for disaster mitigation, preparedness, response and recovery.
EMERGENCY OPERATING PLAN: The written plan of the village of Bartlett describing the organization, mission, and functions of the government and supporting services for responding to and recovering from disasters.
MOBILE SUPPORT TEAM: The utilization of personnel to be dispatched by the governor, or if he so authorizes, by the director of the Illinois emergency management agency to supplement the state and political subdivisions for emergency management programs in response to a disaster.
PRINCIPAL EXECUTIVE OFFICER: The village president or in his/her absence or disability, the interim successor.
STATE OF DISASTER: If the jurisdiction is not able to manage this situation within its available, normal resources, then a declaration of "State of Disaster" should be initiated. This disaster declaration formally identifies that the situation is larger than the jurisdiction can address and county assistance is formally requested.
STATE OF EMERGENCY: If it is determined that a situation can be handled locally, with the available normal resources, then the principal executive officer should declare a "State of Emergency".
UNAVAILABLE: Shall mean either that a vacancy in office exists and there is no person authorized to exercise all of the powers and discharge the duties of the office, or that the lawful incumbent of the office is absent or unable, for physical, mental, or legal reasons, to exercise the powers and discharge the duties of the office.
VOLUNTEER: Any sworn individual or recognized and approved group, corporation, agency or other entity contributing service, equipment or facilities to the village of Bartlett emergency management agency with remuneration. (Ord. 99-97, 9-7-1999)
