It is found and declared necessary to:
A. Ensure that each village department plan prior to an emergency in order to: minimize the effects of the disaster; enable timely and efficient response during the disaster and post disaster periods; and identify and mitigate future potential hazards.
B. Emergency management shall be based upon a comprehensive document that shall designate emergency management organization, responsibilities, procedures, and personnel including agents and employees and officials of the village and those entities who have emergency management responsibilities and capabilities.
C. The BEMA shall perform such duties outside the corporate limits as may be required and pursuant to any mutual aid agreement with any other political subdivision or municipality entered into as provided by the state emergency services and disaster act of 1992, 20 Illinois Compiled Statutes 3305/1 et seq. (Ord. 99-97, 9-7-1999)
