There shall be a Barboursville Planning Commission which shall consist of not less than five nor more than fifteen citizens all of whom shall be freeholders residents of the Village. Council shall establish, by ordinance, the exact number of individuals which shall compose the Commission. The members of the Commission shall be appointed and possess the qualifications established by Chapter 8, Article 24, of the Official Code of West Virginia and shall hold their office for the terms prescribed by said law. Any ordinance creating such Municipal planning commission shall conform, in all respects, with the requirements of Chapter 8, Article 24, of the West Virginia Code.
