252.01 WATER AND SANITARY SEWER DIVISION.
   There is hereby established in and for the City, as part of the Department of Public Service, a Division of Water and Sanitary Sewers. The Division shall be staffed and shall have such powers and duties as determined from time to time by Council.
252.02 DIVISION OF STREETS AND DRAINAGE.
   There is hereby established in and for the City, as part of the Department of Public Service, a Division of Streets and Drainage. The Division shall be staffed and shall have such powers and duties as determined from time to time by Council.
252.03 RESIDENCY REQUIREMENT.
   Any person applying for a position as a full-time or part-time employee of the Department of Public Service shall, within 12 months of their appointment, reside within Lorain County or one of its adjoining counties and shall continue to reside in said geographical area while serving as an employee of the Department of Public Service.

252.04 INTERIM SUMMER EMPLOYEES.
   Effective May 27, 1992, the Director of Public Service is authorized and directed to employ, as interim summer employees, workers to provide the labor needed for various City-wide projects for a maximum of thirty-five hours per week at a rate of pay, and from such funds, as determined from time to time by Council.
