252.06 CITY ENGINEER.
   (a)   There is hereby established the position of City Engineer within the Department of Public Service.
   (b)   The City Engineer shall be appointed by the Mayor, with a majority approval of Council. Compensation shall be established by Council and paid pursuant to the directives of the Finance Director.

   (c)   The duties of the City Engineer shall include the following:
      (1)   Monitor engineering and construction of City capital improvement projects and serve as consulting engineer for other City departments.
      (2)   Consult with the Department of Public Service and the Division of Building Inspection.
      (3)   Attend all meetings of the Planning Commission and, if specifically requested, attend meetings of Council, the Board of Zoning and Building Appeals, civic organizations, consulting engineers and other related professionals, groups or associations, as well as committees of Council and commissions and boards of the City.
      (4)   Conduct research and prepare and maintain records, reports and other related documentation, e.g. bidding and contract documents, specifications and impact studies.
      (5)   Review and approve subdivision and other development plans submitted to the Planning Commission.
      (6)   Perform other services as directed by the Mayor.
      (7)   Serve in the capacity of City Engineer as this designation is referenced in City ordinances.
      (8)   Keep an account of services rendered and charge private developers or subdividers those fees set forth in Section 1242.06 of these Codified Ordinances.

   (d)   Within six months of the effective date of this section, Council shall review and evaluate the desirability of continuing the position and make whatever modifications or adjustments are deemed necessary for efficient administration, including establishing a separate Department of City Engineer.
