234.02 RETENTION OF OUTSIDE COUNSEL FOR LEGAL SERVICES.
   (a)   Outside legal counsel may be employed by the Municipality, or any officer, employee, department, board, or commission of the Municipality, if the Director of Law determines that specialized expertise is necessary or if the legal matter requires additional support, such as, but not limited to, litigation, employment relations, environmental advice, or bond work. Outside counsel also may be employed to act on behalf of the Municipality or any officer, employee, department, board or commission of the Municipality if one or more of the circumstances set forth in Section 234.07(b) arise.
   (b)   Except as provided in Section 234.07, an officer, employee, department, board, or commission of the Municipality, including the Board of Municipal Utilities, shall not retain outside legal counsel for any matter unless the contract, agreement, engagement, or retention letter with such outside legal counsel has been approved by the Director of Law.
   (c)   Except as provided in Section 234.07, all outside legal counsel retained to represent the Municipality, or any officer, employee, department, board, or commission of the Municipality, must report to and consult with the Director of Law, and the Director of Law shall be included in or copied on all communications between the officer, employee, department, board, or commission and such outside counsel, as the Director of Law may require.
