All contracts, bonds and other instruments in writing in which the Municipality is concerned, including contracts, bonds and other instruments to be executed on behalf of the Board of Municipal Utilities, must be prepared by the Director of Law or his designee, or by outside legal counsel approved by the Director of Law or otherwise retained by the Municipality in accordance with Section 234.07.
