The Parks and Recreation Commission shall consist of five residents of the City appointed by the Mayor with the advice and consent of the City Council with at least one member appointed from each ward. One member of Council selected by the Mayor shall serve as an ex officio member, one shall be a member of the Board of Education selected by the Board shall serve as an ex officio member, and one member of the Tree Commission shall serve as an ex officio member. The resident members shall be registered and qualified electors of the City who hold no other elective or appointive office or position in the Municipal administration.
