   (a)   It is hereby declared to be the policy of Council to provide and maintain more specific and effective means of communication with, and consideration of valid grievances by, Municipal employees on matters relating to working conditions, wages and hours of employment as a prelude to a final determination of such matters by Council itself.
   (b)   Nothing contained in this chapter is intended to supersede the City Charter, existing ordinances and rules of departments of the City which establish and/or regulate a merit or civil service system or which provide for other methods of administering employer-employee relations. This chapter is intended, instead, to strengthen merit, civil service and other methods of administering employer-employee relations through the establishment of uniform and orderly methods of communication between City employees and the City by which they are employed.
