Whenever a vacancy exists for an original appointment, the appointing authority shall ask the Civil Service Commission to certify the names of persons eligible for appointment. The names of the five persons standing highest on the eligible list shall be certified to the appointing authority and he/she/they shall appoint one of the five so certified, using his/her/their sound judgment as to the candidate whose appointment will be in the best interest of the City. The appointing authority shall make his/her/their appointment, notifying the Commission so that the person appointed may be placed upon the payroll and the persons not appointed may be restored to the eligible list.
