256.05 PROMOTIONS.
   (a)   Vacancies in positions above patrolman and firefighter in the Police Department and the Fire Department shall be filled pursuant to the Rules of the Civil Service Commission.
   (b)   Vacancies in other classified positions in the City service, above the entrance level, shall be filled pursuant to the Rules of the Civil Service Commission.
