Candidates who qualify for employment shall be placed upon an original appointment eligible list for the appropriate class of position, in the rank order of grades they obtain on the examinations. Eligible lists shall be effective for not less than one year from the date of the certification of such list. Eligibility lists may be extended for one additional year at the discretion of the Civil Service Commission.
