256.03 RECRUITMENT AND SELECTION.
   (a)   Original appointments to vacancies occurring after this chapter becomes effective shall be based upon merit as determined by competitive examinations, except where competitive examinations for particular vacancies may be dispensed with as provided by this chapter. Requirements as to citizenship, residence, age, physical qualifications, and sex may be provided by rules established by the Civil Service Commission and approved by Council.
   (b)   The Civil Service Commission shall determine the time and place of examinations and shall advertise for applications in such media as it deems expedient. It shall prescribe the form of the application and shall conduct such investigations as it deems necessary as to the truth of the statements made therein and as to the qualifications of the applicant. It may exclude from the examination any applicant whose application discloses that he/she/they does not possess the minimum qualifications established in the classification plan for the position sought.
   (c)   Examinations shall be in such form as will fairly test the abilities and aptitudes of the candidates to perform the duties of the position sought. The Civil Service Commission shall determine the nature of the examination and the weight to be attributed to each part. It shall grade the examinations, taking care to preserve the anonymity of competitors in the written portion until grading is completed.
