No elected or appointed City official or employee whose salary is paid in whole or in part from the City Treasury shall represent private interests in any action or proceeding against the interests of the City in any litigation to which the City, the State or any agency of the City or State is a party, or in any action or proceeding in the Avon Lake Municipal Court involving any kind of criminal charge in which the City, the State or any agency of the City or State, or any officer or employee thereof, in the course of his or her official duties, is a complainant.
