Each householder or commercial establishment shall pay to the City, at the Municipal Building, in quarterly or monthly installments as billed, in advance of collection service, the rates hereinbefore set forth or the rate set by the Director of Public Service. All money received by the Water Division in any manner, for the collection or disposal of garbage or rubbish shall be deposited in the Sanitation Division Fund and applied to the retirement and interest on notes or bonds heretofore or hereafter issued for the purchase of equipment or for the acquisition or construction of any permanent improvements to be used for or in connection with the collection and disposal of garbage or rubbish, and to the expense of the conduct and operation of the Sanitation Division.
