GENERAL PROVISIONS
(A) Neither the town nor any Town Council acting for the town shall sell, grant, or dispose of its electric light plant or waterworks plant or wastewater facility or grant any franchise to operate the same without first submitting said questions to the qualified voters of said town at a special or general election as to whether such sale shall be made or franchise granted.
(B) In case two-thirds of all the votes cast at such election upon the question of such sale shall be against the sale or grant, then the sale or grant shall not be made.
