§ 71.06 TOWING CARS AWAY.
   The Police Department and all members thereof assigned to traffic duty are hereby authorized to remove and tow away, or have removed and towed away by commercial towing service, any car, boat, trailer or other vehicle illegally parked in any place where the parked vehicle creates or constitutes a traffic hazard, blocks the use of a fire hydrant or obstructs or may obstruct the movement of any emergency vehicle; or any vehicle which has been parked in any public street or other public place for a period of 24 hours.

§ 71.07 PRIMA FACIE PROOF.
   The fact that a vehicle which is illegally parked or operated is registered in the name of a person shall be considered prima facie proof that the person was in control of the vehicle at the time of the violation.

§ 71.08 SNOW REMOVAL AREA.
   The following streets are hereby determined to be snow removal areas on which the parking or leaving of any vehicle shall be prohibited after a snowfall of at least two inches or more and prior to the completion of snow removal: North Street between E. Walnut and East Water Street and on Elm Street between Pennsylvania Street and 160 E. Elm Street.

§ 71.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
   (B)   Any vehicle parked in violation of § 71.08 shall be towed by the proper authorities and the registered owner shall be liable to the village for all expenses incurred by the village as a result of the towing and/or any storage of the vehicle and in addition thereto shall be subject to a fine of not less than $75 nor more than $750, and a separate offense shall be deemed committed for each day a violation occurs or continues.
