1-11-4: CONFLICT OF INTEREST:
   A.   No public official or public employee shall perform or participate in an official act or action with regard to a transaction in which he has or knows he will thereafter acquire an interest for profit, without full public disclosure of such interest.
   B.   Whenever the performance of an official act or action of a public official or public employee shall include deliberation, voting or the rendering of a decision on his part on any matter in which he has or knows he may acquire an interest, he shall publicly disclose the nature and extent of such interest and disqualify himself from participating in the deliberation and the decision making process, as well as in the voting. In order to avoid the appearance of impropriety, the public official or public employee who has disqualified himself from participation under this subsection shall not be present in the same room during which the decision making process, the deliberations or voting on the issue may occur.
   C.   No public official or public employee, or family member of a public official or public employee, or paid consultant of the village shall represent any person in any action or proceeding against the interests of the village in any litigation in which the village is a party.
   D.   Any contract entered into, permit, ruling, determination or other official action of the village board, a committee or other subdivision thereof, or of the plan commission, zoning board of appeals or appearance commission, or of any village department, agency, board, commission or other body, applied for or in any other manner sought, obtained or undertaken in violation of any of the provisions of this code of ethics shall be void, invalid and without any force or effect whatsoever.
   E.   No public official or public employee, or family member of a public official or public employee, or paid consultant of the village shall appear on behalf of or represent any person or organization at any proceeding before any board or commission of the village, except on behalf of himself or a member of his household, or on behalf of an eleemosynary organization, when zoning, permits or the expenditure of village funds are not an issue.
