A. Hours: Village parks shall be open from six o'clock (6:00) a.m. to dusk. Any person in the parks at any other time that is not specifically authorized to be there by the village, the parks director or pursuant to other statutory authority (such as police, fire or paramedic personnel) shall be deemed to be guilty of a trespass to land.
1. The village may post longer hours for certain parks or for certain occasions, which shall extend the hours that particular park may be open. Such a posting shall not affect the hours for any park other than the posted park.
2. Extended hours for the use of a park may be obtained through special arrangement with the village parks director, or may be posted on special occasions by the parks director or by the village.
3. In the event of an emergency, the village reserves the power to close parks to protect the public or public property, and to open appropriate park shelters or facilities as may be needed to provide emergency shelters.
B. Use Of Park Assets: All use of park equipment, trails, grounds, buildings, equipment and other facilities is at the sole and complete risk of the users, and all persons intending to use any such park assets are cautioned to ensure that they understand the risks of the use of such assets prior to using the assets or allowing their children or wards to use the assets.
1. Participation in any and all park sponsored programs is at the sole and complete risk of the users or their parents or guardians, and all persons intending to participate in any such programs, or to allow their children to participate, are cautioned to ensure that they understand the risks of the use of such assets prior to using the assets or allowing their children or wards to use the assets.
2. The village has a park watch program in effect, and all persons using the park assets should be aware that improper use of park equipment, trespassing or criminal damage to any park assets will be prosecuted to the fullest extent of the law.
3. All children under the age of ten (10) years must be accompanied by an adult at all times unless the child is in a class or other program being offered at that time by the parks department.
4. Certain park equipment is not appropriate for the use of younger children and for that reason, parents and guardians are cautioned to exercise reasonable discretion in allowing their children to use the equipment, because the risk of the use falls upon the user as noted above.
