The mayor and village board of trustees, and the superintendent of waterworks and sewerage system, are authorized to make such rules and regulations consistent with this chapter for the connections to the waterworks and sewerage system, specifying the types and sizes of pipes and all the other appurtenances and extensions thereto, and amend the same from time to time as may be deemed necessary. All service pipes and connections to the combined waterworks and sewerage system shall comply with the said specifications and rules for connection to the waterworks and sewerage system shall be subject to a penalty as hereinafter provided.
