A. General: Bicycles are classed as vehicles, and every person operating a bicycle in any public place and on any public way in the village shall be subject to the provisions of all state vehicle laws and all traffic ordinances except such provisions in conflict with this chapter or which by their nature can have no application. It shall be unlawful for any person operating a bicycle to fail or refuse to comply with any order, signal or direction of a police officer, or to disobey the instructions of any official traffic sign, signal or other traffic control device. B. Riding On Bicycles:
1. Riding On Handlebars Or Frames: No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped. No driver of a bicycle shall carry any other person upon the handlebars or frame of such vehicle. This restriction is not applicable to carrying other persons on a bicycle containing special equipment designed for such purpose. (1976 Code § 72.024)
2. Riding On Sidewalks: Wherever a usable public path or sidewalk has been provided adjacent to a street or roadway, bicycle riders shall use such path or sidewalk, but in single file only, and shall not use such street or roadway; except that no bicycles shall be operated upon sidewalks in the central business district area. The central business district area includes Orchard Street from Hillside to Main Street; Main Street from Wilton Street to Depot; and Lake Street from Hillside to Main Street. In such central business district area, all bicycles shall be ridden on the street or roadway. (1976 Code § 72.025)
3. Riding On The Right: Every person operating a bicycle shall keep to the right and shall operate as nearly as practicable at the right hand edge of the street, roadway, path or sidewalk.
4. Riding In Groups: When more than two (2) persons in a group are operating bicycles on a street or roadway, they shall ride single file and it shall be unlawful for them to ride abreast of each other. (1976 Code § 72.027)
5. Riding On Private Property: No person shall operate a bicycle on private property without the consent of the owner of such property. (1976 Code § 72.037)
6. Speed: No bicycle shall be operated at any time faster than is reasonable, proper and prudent under the conditions then existing, and every bicycle shall be operated with reasonable regard to the safety of the rider and of other persons, property and vehicles. (1976 Code § 72.034)
7. Stopping Or Turning: The operator of a bicycle on a roadway, when making a right turn, shall follow the right hand edge of the roadway, and the operator of a bicycle on a roadway when making a left turn shall approach the point of turning in the traffic lane nearest the center of the roadway. No operator of a bicycle shall start, slow down, stop or attempt to turn without first indicating such movement as provided by state laws for the operation of motor vehicles. (1976 Code § 72.035)
8. Carrying Packages: No driver of a bicycle shall carry any package or article which interferes with or prevents the safe operation of a bicycle. (1976 Code § 72.024)
C. Due Care For Pedestrians: Due and proper care shall at all times be exercised by the bicycle operator for the pedestrians. Under all circumstances, bicycle operators, riding or walking their bicycles, shall yield the right of way to pedestrians using a sidewalk or path. When approaching a pedestrian on the sidewalk, an audible signal shall be given at least twenty five feet (25') distant from the pedestrian, and the speed of the bicycle shall be reduced to a momentum which is no greater than necessary to continue the operation of the bicycle without the rider dismounting, and shall not be increased until the pedestrian has been passed. D. Clinging To Vehicles: It shall be unlawful for any person operating a bicycle to cling to or attach himself, or the bicycle, to any other moving vehicle or object. (1976 Code § 72.028)
E. Passing School Buses: Persons operating bicycles upon a roadway shall stop for school buses loading or unloading children, regardless of the direction from which the bicycle driver is approaching such bus. (1976 Code § 72.036)
F. Parking:
1. No person shall park a bicycle upon a street, other than against the curb, or on a sidewalk in such a way as to obstruct pedestrian or vehicular traffic.
2. No bicycle shall be parked within four feet (4') of a building located within a district zoned commercial, nor shall any bicycle be parked within four feet (4') of any window or door or any building open to the public. This subsection shall not apply when bicycle racks are provided and used by operators adjacent to said building, but the parking restrictions shall apply to those buildings bordering or adjacent to the building which has a bicycle rack.
3. No bicycle shall be parked in such a manner as to obstruct the ingress or egress from a building. (1976 Code § 72.038)
