Upon determination by the village administrator, or in his absence the director of public works, that a condition of extreme water shortage exists, the village administrator or director of public works may impose such additional, immediate or total external water use restrictions as may be necessary to ensure maintenance of an adequate supply of water to meet internal residential, business and firefighting requirements.
