A. Any applicants for the establishment of new regional pollution control facilities shall comply fully with the requirements of the applicable state statute, as well as any applicable local governmental regulations. (1976 Code § 98.03)
B. In any proceedings required for the establishment of new regional pollution control facilities, the applicant shall pay all costs thereof, including, but not limited to, engineering fees, special meeting fees, publication fees, attorney fees and license or permit fees. These costs shall be assessed from time to time as required. (1976 Code § 98.02)
