Whenever the Federal, State or local governments or any agency or officer thereof, or whenever any person, firm or corporation shall offer to the Village services, equipment, supplies, materials or funds by way of gift or grant for purposes of emergency management, the Village, acting through the Village Mayor or through the Village Board, may accept such offer and upon such acceptance by the Village Mayor or the Village Board may authorize any officer of the Village to receive such services, equipment, supplies, materials or funds on behalf of the Village.
