2-1-5: POWERS AND DUTIES:
   A.   Authority:
      1.   The planning and zoning board hereby created shall have the powers and duties designated by 65 Illinois Compiled Statutes 5/11-12-4 through 5/11-12-12, and as more particularly specified in this section. These references relate to the planning portion of the combined plan commission and zoning board of appeals.
      2.   In addition, as to the zoning powers and duties of the combined plan commission and zoning board of appeals, they are to be found in 65 Illinois Compiled Statutes 5/11-13-1 through 5/11-13-20, 5/11-15-1 and 5/11-15.1-1 through 5/11-15.1-5, and title 10 of this code. (1976 Code § 34.016)
   B.   General: The planning and zoning board shall have the following powers and duties:
      1.   To prepare and recommend to the village board of trustees a comprehensive plan of public improvements, looking to the present and future development and growth of the village. Such a plan, after its adoption by the village board of trustees, will be known as the official plan of Antioch and shall include reasonable requirements in reference to streets, alleys and public grounds within the corporate limits and in contiguous territory outside of and distant not more than one and one-half (11/2) miles from such limits, and not included in any municipality, said requirements to be effective whenever such lands shall be subdivided after the adoption of such plan.
      2.   To prepare and recommend to the village board of trustees from time to time, such changes in the plan or any part thereof as may be deemed necessary by the village board of trustees or by the plan commission.
      3.   To prepare and recommend to the village board of trustees from time to time, plans and/or recommendations for specific improvements in pursuance of the official plan.
      4.   To give aid to the officials of the village charged with the direction of projects for improvements embraced within the official plan, to further the making of such improvements and generally promote the realization of the official plan.
      5.   To arrange and conduct any form of publicity relative to its activities for the general purpose of public understanding.
      6.   To cooperate with municipal or regional planning commissions and other agencies or groups to further the local planning program and to assure harmonious and integrated planning for the area.
      7.   To exercise such powers germane to the powers granted under authority of an act of the general assembly of the state of Illinois entitled the Illinois municipal code 1 , as may be conferred by the village board of trustees.
   C.   Recommendations:
      1.   All recommendations and findings of the planning and zoning board shall be forwarded to the village board in a timely manner as dictated by the appropriate procedural sections of the zoning ordinance and subdivision code and this chapter. Such recommendations are advisory only and are not binding upon the corporate authorities.
      2.   The planning and zoning board shall submit such recommendation in writing to the mayor and village board within fifteen (15) days of public meeting where such recommendation is required. The village clerk shall keep written records of the board's proceedings, which shall be available at the village hall for public inspection during ordinary business hours. (1976 Code § 34.026)
   D.   Land Subdivisions: Following the adoption of an official plan in the manner as herein prescribed, no map or plat of any subdivision presented for record, affecting land within the corporate limits of the village or in contiguous territory outside of and distant not more than one and one-half (11/2) miles from such limits and not included in any other municipality, shall be entitled to record or shall be valid unless the subdivision thereon shall provide for streets, alleys and public grounds in conformity with any requirements applicable thereto of such official plan.    E.   Improvements: The village clerk shall furnish the plan commission for its consideration a copy of all ordinances, plans and data relative to public improvements of any nature. The plan commission may report in relation thereto if it deems a report necessary or advisable for the consideration of the village board of trustees. (1976 Code § 34.028)
