14-1-6: ENFORCEMENT:
The village administrator shall be the compliance officer of this license, and for that reason, the administrator shall have the following specific powers and duties:
   A.   To negotiate contracts and leases with the licensee consistent with the terms of this chapter, and to present such proposed contracts and leases to the village board for final approval;
   B.   To manage all paperwork and ensure timely reports to the corporate authorities;
   C.   To oversee compliance with all applicable village policies within the fire stations as described in section 14-1-5 of this chapter and in conformance with the contract for emergency services then in effect;
   D.   To inform the corporate authorities of any serious infractions of this chapter;
   E.   To take appropriate action by notifying the senior management of the licensee of any infractions of this chapter and demand timely corrective action;
   F.   To bring petitions or charges before the village board to sanction any person or entity that the administrator may believe is guilty of an infraction of this chapter, up to and including an action to terminate the license granted hereunder or an action to bar any specific person from serving under the licensee, provided that in such instance, the person(s) or entity charged shall be:
      1.   Given due advance notice at least five (5) business days in advance of any hearing,
      2.   Shall have the right to counsel at all proceedings,
      3.   Shall be sanctioned only upon good and sufficient cause shown according to the final administrative decision of the village board;
   G.   To suspend any license on an emergency basis for flagrant violations of this chapter, provided that such suspension shall not extend longer than thirty (30) calendar days, during which period the licensee shall appear before a special, emergency meeting of the village board, which shall decide whether to proceed with any other sanctions or to terminate the suspension.
