In this title, the following words have the meanings indicated.
(1) "Photograph" includes a photograph, a photocopy, and a microphotograph.
(2) "Record" means any documentary material in any form created or received by any unit in connection with the transaction of public business.
(3) "Unit" means any department, office, bureau, committee, board, commission, or other organizational unit of County government.
