303.99 GENERAL TRAFFIC CODE PENALTIES.
   (a)   General Misdemeanor Classifications. Whoever violates any provision of this Traffic Code for which violation no penalty is otherwise provided, is guilty of a minor misdemeanor.

   (b)   Penalties. Whoever is convicted of or pleads guilty to a violation of this Traffic Code shall be imprisoned for a definite term or fined, or both, which term of imprisonment and fine shall be fixed by the court as provided in this section.

   (c)   Authorization to Tow, Remove and Impound Vehicles in Handicapped Spaces. Any motor vehicle that is parked in a specially marked parking location, such as a “handicapped” location in violation of Section 351.04 of the Traffic Code, shall be towed or otherwise removed and impounded by the Police Department. The vehicle that is towed, otherwise removed and impounded shall not be released until proof of ownership or lessee/lessor status is provided and all towing, storage and/or impound fees are paid.
   Whoever violates Section 351.03(x) or 351.04(f) is guilty of a misdemeanor of the fourth degree and shall be fined not less than two hundred and fifty dollars nor more than five hundred dollars, but in no case shall the offender be sentenced to any term of imprisonment.

   (d)   Fines and Penalties of Parking Violations. The fines and penalties for parking violations and violations of Sections 351.03, 351.04, 351.05, 351.06, 351.09, 351.11, 351.12, 351.13, 351.14, and 351.20 shall be as follows:
   Twenty dollars ($20.00) plus any other penalties specifically provided by Section 303.99 if full payment is received within ten (10) calendar days.
   ADDITIONAL PENALTIES: If the person charged fails to respond to a notice of violation for a parking violation or other violation of A.C.O. 351 (as listed above) within ten (10) calendar days, said person shall be liable for an additional penalty equal to the amount of the fine for the original charge, plus ten dollars ($10.00).
   If the person charged fails to respond to a notice of violation for a parking violation within sixty (60) calendar days after the violation, said person shall be liable for another additional penalty in the amount of twenty dollars ($20.00).
   Upon the failure of any violator to pay as above provided, such violator shall be cited to appear in Municipal Court pursuant to the Ohio Revised Code and shall be subject to the penalties provided for elsewhere in Section 303.99.
