351.01 POLICE MAY REMOVE UNATTENDED VEHICLE WHICH OBSTRUCTS TRAFFIC.
   Whenever any police officer finds a vehicle unattended upon any street, bridge or causeway, or in any tunnel, where such vehicle constitutes an obstruction to traffic, such officer may provide for the removal of such vehicle to the nearest garage or other place of safety.

351.011 REMOVAL OF VEHICLE FROM PARKING LOT.
   Whenever a member of the Police Department finds a vehicle unattended upon any street or parking lot where such vehicle constitutes an obstruction to traffic or to parking, such as in a reserved lot without proper display of a parking permit, such officer shall provide for the removal of such vehicle per established City procedure.

351.02 REGISTERED OWNER PRIMA-FACIE LIABLE FOR UNLAWFUL PARKING.
   In any hearing on a charge of illegally parking a motor vehicle, testimony that a vehicle bearing a certain license plate was found unlawfully parked as prohibited by the provisions of this Traffic Code, and further testimony that the record of the Ohio Registrar of Motor Vehicles shows that the license plate was issued to the defendant, shall be prima-facie evidence that the vehicle which was unlawfully parked, was so parked by the defendant. A certified registration copy, showing such fact, from the Registrar shall be proof of such ownership.
351.03 PROHIBITED STANDING OR PARKING PLACES.
   No person shall stand or park a vehicle, except when necessary to avoid conflict with other traffic or to comply with the provisions of this Traffic Code, or while obeying the directions of a police officer or a traffic control device, in any of the following places:
   (a)   On a sidewalk, curb or street lawn area, except a bicycle;
   (b)   In front of a public or private driveway;
   (c)   Within an intersection;
   (d)   Within ten feet of a fire hydrant;
   (e)   On a crosswalk;
   (f)   Within twenty feet of a crosswalk at an intersection;
   (g)   Within thirty feet of, and upon the approach to, any flashing beacon, stop sign or traffic control device;
   (h)   Between a safety zone and the adjacent curb or within thirty feet of points on the curb immediately opposite the end of a safety zone, unless a different length is indicated by a traffic control device;
   (i)   Within fifty feet of the nearest rail of a railroad crossing;
   (j)   Within twenty feet of a driveway entrance to any fire station and, on the side of the street opposite the entrance to any fire station, within seventy-five feet of the entrance when it is properly posted with signs;
   (k)   Alongside or opposite any street excavation or obstruction when such standing or parking would obstruct traffic;
   (l)   Alongside any vehicle stopped or parked at the edge or curb of a street;
   (m)   Upon any bridge or other elevated structure upon a street, or within a street tunnel;
   (n)   At any place where signs prohibit stopping, standing or parking, or where the curbing or street is painted yellow, or at any place in excess of the maximum time limited by signs;
   (o)   Within one foot of another parked vehicle;
   (p)   On the roadway portion of a freeway, expressway or thruway.

   (q)   Within a designated fire lane upon public or private property established pursuant to Chapter 1501 of the Fire Prevention Code.

   (r)   No person shall park in a specifically designated reserved parking space in a posted designated reserved parking lot(s) without a valid monthly parking pass properly displayed.
   (s)   No person shall purposely erase, remove or cover the chalk marking on vehicle tires placed by the Police Department.
   (t)   No person shall park a vehicle in an individual hourly parking space for more than the maximum time limit where so designated.
   (u)   No person shall park a vehicle so that any part of said vehicle extends beyond the boundaries of an individual parking space, as indicated by the markings separating individual parking spaces.
   (v)   No person shall park a vehicle which does not bear a current State license plate with a valid sticker in any parking space.
   (w)   The operator of a vehicle shall observe and obey all traffic control signs or devices in all parking lots.
   (x)   No person shall park a vehicle in an individual parking space designated for handicapped parking unless the vehicle bears a valid parking permit for handicapped persons and is being driven by or used at the time for transportation of handicapped person. (Ord. 124-00. Passed 10-2-00.)
351.031 PARKING AREA DEFINITIONS.
   For the purpose of this chapter, the following terms shall have the meanings indicated:
   (a)   “Parking space” means a portion of ground owned by or leased to the City, of sufficient size to accommodate a vehicle when the same is parked and which said portion of ground has been marked by paint or other means to identify same as a “parking space”.
   (b)   “Parking lot” means a portion of ground owned by or leased to the City, and set apart by Council for the purpose of parking vehicles.
   (c)   “Parking pass” means an identification tag issued by the City that permits legal parking within certain designated parking lots for certain designated days of a month or for certain designated hours of a calendar day, upon payment of a prescribed fee. (Ord. 124-00. Passed 10-2-00.)
351.032 ON-STREET PARKING.
   On-street parking spaces marked throughout the City are hereby dedicated to public use at no charge for a two-hour limit, unless a shorter maximum time limit is authorized by the appropriate notice or posted signs.

351.033 PARKING IN EXCESS OF TWENTY-FOUR HOURS PROHIBITED.
   No person shall park a vehicle on any street for a continuous period of time longer than twenty-four hours. More restrictive parking regulations, whether by sign, ordinance, or otherwise, shall take precedence over this twenty-four hour limit.

351.034 TERMS AND CONDITIONS FOR PARKING LOTS.
   The parking lot locations specified herein are hereby devoted to public use, subject to two- hour limitations:
     (a)    The parking lot located at the southwest corner of Main Street and Mechanic Avenue: 55 spaces.
      (b)    The parking lot located at the southeast corner of Main Street and Mechanic Avenue: 86 spaces.
     (c)    The parking lot located at the southwest corner of Market Street and Freedom Avenue: 88 spaces.
      (d)    The parking lot located at the northeast corner of Market Street and Freedom Avenue: 37 spaces.
      (e)    The parking lot located at the southeast corner of Main Street and Seneca Avenue: 30 spaces.
      (f)    The parking lot located at the northwest corner of Main Street and Seneca Avenue: 20 spaces.
   (g)    The parking lot located in Prospect Street between the limits of Arch Avenue and Freedom Avenue: 48 spaces.
   (h)    The parking lot located at the southeast corner of Arch and Market: 26 spaces.

351.035 RESERVED PARKING LOTS.
   The parking lot specified herein is devoted to reserved parking. The parking lot located at the northwest corner of Market Street and Linden Avenue: 45 spaces reserved parking.
