No amendment to the zoning regulations of this title shall be made without a hearing before the zoning board. At least fifteen (15) days' notice of the time and place of such hearing shall be published in a paper of general circulation in the city.
(A) If the report of the zoning board does not recommend passage of the proposed amendment; or
(B) If a written protest against the proposed amendment is filed with the clerk, signed and acknowledged by twenty percent (20%) of the property owners within one thousand feet (1,000');
Then such amendment shall not be passed except by a favorable vote of at least three-fourths (3/4) of all the members of the council, otherwise a majority vote of those present shall govern. (Ord. 8/53, 1-18-1954)
