Every person propelling a push cart on a roadway, driving a draft animal, riding a horse, mule, pony or other mount, riding a bicycle, and operating any vehicle with or without a motor on the streets and roadways of the town shall be subject to the provisions of this code, except as to those provisions of this code which by their nature can have no application.

It shall be unlawful to herd or drive any horse, cattle or other livestock upon the streets and roadways of the town unless each animal is safely secured with a halter or otherwise under the control and in charge of an attendant.

(A) The provisions of this code regulating the operation, standing and parking of vehicles shall apply to authorized emergency vehicles, as enumerated in G.S. § 20-145, except in the performance of duty an emergency vehicle operator may:
(1) Park or stand notwithstanding the provisions of this code;
(2) Proceed past a red or stop signal or stop sign, but only after slowing down as may be necessary for safe operation;
(3) Exceed posted speed limits so long as he or she does not endanger life or property; and
(4) Disregard regulations governing direction of movement or turning in specified directions so long as he or she does not endanger life or property.
(B) The foregoing exemptions shall not, however, protect the driver of any like vehicle from the consequences of his or her reckless disregard of the rights and safety of others.

It shall be unlawful for the owner or operator of any vehicle to fail to move it for the convenience of other vehicles passing by, on the order of any police officer. It shall be unlawful for the owner or operator of the vehicle to allow it to stand on the street in a manner and at places so as to cause obstruction to traffic.
