GENERAL PROVISIONS
Every person propelling a push cart on a roadway, driving a draft animal, riding a horse, mule, pony or other mount, riding a bicycle, and operating any vehicle with or without a motor on the streets and roadways of the town shall be subject to the provisions of this code, except as to those provisions of this code which by their nature can have no application.

It shall be unlawful to herd or drive any horse, cattle or other livestock upon the streets and roadways of the town unless each animal is safely secured with a halter or otherwise under the control and in charge of an attendant.
