151.06 EXPENDITURES OF THE DIRECTOR.
   The Director of Disaster Services shall have the power, during time of disaster as described in Section 151.01, to enter into contracts and incur obligations necessary to combat such disaster, protecting the lives and safety of persons and property and providing emergency assistance to the victims of such disaster. The Director is authorized to exercise the powers vested in him in the light of the exigencies of the extreme emergency situation without regarding the time-consuming procedures and formalities prescribed by other provisions of law pertaining to the performance of public work, entering into contracts, the incurring of obligations, the employment of temporary workers, the rental of equipment, and the purchase of supplies and materials. The Director shall, however, be limited to the amount appropriated by Council and set aside as civil defense funds. In no event shall the liability of the City under any circumstances exceed fifty percent (50%) of the fair and reasonable value of the services rendered or supplies and equipment furnished or materials furnished.
