151.01 DEFINITION AND SCOPE OF CIVIL DEFENSE.
"Civil defense" means the preparation for and the carrying out of all emergency functions, other than functions for which the military forces are primarily responsible, to minimize and repair injury and damage resulting from disaster caused by enemy attack, sabotage or other hostile action, or by fire, flood, earthquake or other natural causes. These functions include, without limitation, by reason of enumeration, fire fighting service, police service, medical and health service, rescue engineering, air raid warning service, communication, radiological, chemical, and other special defense weapons, evacuation of persons from stricken areas, emergency welfare service, civilian war aid service, emergency transportation, existing or properly assigned functions for plant protection, temporary restoration of public utility service, and other functions relating to civilian protection, together with training and all other activities necessary or incidental to the preparation for any carrying out of the foregoing functions.
