547.30 ENFORCEMENT BY HUMAN RELATIONS COMMISSION.

   (a)   The Human Relations Commission of the City shall oversee the implementation of minor participation in public contracts. The Commission shall exercise the powers set forth in Section 547.33 to foster local minority business opportunities consistent with ensuring that the interest of the City are protected.

   (b)    The Human Relations Commission may promulgate, amend and enforce such procedures consistent with the provisions of Sections 547.29 through 547.33 as may be necessary and appropriate to promote the ethical practice of contracting and subcontracting and to carry out the provisions, intents and purposes of the sections.

   (c)   The Commission shall submit a report at least annually to Council and the Board of Control reviewing the performance of City departments and agencies in meeting the goals established under Section 547.31. The first report shall be submitted not later than the end of the twelfth complete month occurring after the effective date of this section. Such report shall:

      (1)   State the degree to which each City department has met the goals in Section 547.31 and identify agencies or departments which have failed to comply with the provisions of these sections.

      (2)   Summarize its general activities during the reporting period.
