It shall be unlawful for any person, or the agent or employee of any person, to sell, offer for sale, distribute, or have in his possession for sale or distribution for ultimate consumption within the County any milk or cream for consumption as milk or cream unless it conforms to the standards of grading and to the requirements for the production of milk or cream established by the provisions of Division 15 of the Agricultural Code of the State and the rules and regulations of such standards.
